AnnotForge is a focused, fast PDF markup tool. Highlight and underline text, draw freehand or with shapes, drop sticky notes and free-text callouts, add stamps and signature images, and move, restyle or delete anything afterwards. When you save, you choose: write genuine PDF annotation objects that stay editable in Acrobat, Edge or any other reader, or flatten everything into the page so the marks are permanent and can never be moved. A comments panel collects every note in one list so a reviewer can work through them in order, and batch flatten runs the same finishing step across a folder of reviewed documents.
